Distribution of Non-School Literature

PLEASE NOTE: Due to the COVID-19 pandemic, Marshall ISD will not allow any outside paper flyers to be distributed in our schools for the 2020-2021 school year. Non-school literature may only be shared via electronic means only. E-mail all flyers to The policy below is amended until further notice.
Marshall ISD will work with local businesses and organizations who wish to spread news of their events in the area through the use of flyers being distributed to our students. These guidelines below will be used for approval of non-school literature and flyers distributed in Marshall ISD. All flyers and/or literature must be submitted to the MISD Communications Office at 1305 E. Pinecrest Drive, Marshall, TX 75670, or via email to communications@marshallisd for approval to be distributed.

The flyer/literature must clearly indicate the activity is for students. Advertisements with little or no educational value will not be approved. Marshall ISD reserves the right of final approval for the release of any flyer and may deny permission for any reason consistent with federal or state law, district policy, procedures and practices.

All flyers must include the following disclaimer: "This organization and its activities are not related to or sponsored by the Marshall Independent School District." Flyers that do not include this disclaimer will not be allowed for distribution in Marshall ISD.

Distribution of flyers must not cause disruption to the operation and discipline within the school. Any flyer which could potentially create a disruption will not be considered for distribution in Marshall ISD.

Unauthorized solicitation of personal business for profit is strictly prohibited on any MISD campus. Any unauthorized solicitation will result in the offending party to have flyer distribution access revoked.

No material will be approved for public or student access during the first full week of school, the week prior to the Christmas/New Year holidays, the first week of the spring semester, the week of state testing, or the last two weeks of school.

MISD will not be responsible for the copying, editing or active distribution of flyers. Duplication of the flyers is the sole responsibility of the organization requesting permission to distribute.

After receiving District approval, organizations must bring the copied flyers to the MISD Administration Building at 1305 E. Pinecrest Drive, Marshall, TX, 75670, for distribution through the MISD district courier.

Organizations who wish to provide every student with a copy of a flyer must deliver the flyers bundled in groups to match the enrollment number at each campus. Upon request, enrollment numbers will be provided to organizations once the flyer has been approved.

If at any time it is determined that previous non-school literature presented for approval contains false information or did not accurately represent the intent of the program, the approval of future material submitted by the requesting organization will be jeopardized.
