BILINGUAL / ENGLISH AS A SECOND LANGUAGE

Marshall ISD is committed to ensuring that every student acquires the language skills necessary for academic success. The district recognizes that mastery of the English language is essential for effective participation in the state’s educational program. In accordance with the Texas Education Code and the Texas Administrative Code, Marshall ISD provides comprehensive Bilingual Education and English as a Second Language (ESL) programs for students identified as Emergent Bilingual (EBs) in pre-kindergarten through grade 12.

These programs are designed to build proficiency in English while supporting students’ academic achievement and valuing their linguistic and cultural backgrounds. Through ongoing collaboration among campus and district staff, Marshall ISD ensures the following:

  • Consistent implementation of Bilingual and ESL programs across all campuses, with the understanding and support of families and the community.

  • Culturally responsive instruction that fosters students’ confidence, self-assurance, and pride in both their heritage and the history of the United States.

  • High-quality professional development for all educators involved in serving Emergent Bilingual, equipping them with the knowledge and skills necessary to deliver effective instruction and support.

  • Family engagement opportunities that encourage parents and guardians to actively participate in their children’s education and in decisions that affect their learning.

Through these efforts, Marshall ISD strives to ensure that all Emergent Bilingual meet or exceed state and national standards, graduate under the Recommended or Distinguished plans, and are well-prepared for college, career, and lifelong success.
