Texas Strategic Staffing Grant

The purpose of the 2025-2027 Texas Strategic Staffing Grant is to support districts and charters in designing and implementing high-quality, paid, and sustainable yearlong teacher residency programs that strengthen educator pipelines and improve instructional capacity. Through this grant, LEAs work in partnership with approved educator preparation programs (EPPs) to create residency models that provide teacher candidates with a full-year clinical experience while contributing to critical instructional needs such as small group support, substitute teaching, tutoring, and paraprofessional duties.

The program provides both funding and strategic technical assistance to help districts design staffing models, establish governance structures, identify sustainable local funding sources for resident wages, and implement systems that ensure high-quality supervision, training, and data informed continuous improvement. By supporting the development of locally funded and scalable residency pathways, the grant aims to recruit, prepare, and retain highly effective and diverse educators, ensuring that districts build long-term staffing stability and strengthen student learning outcomes across campuses.
