TITLE I, PART A
All Marshall ISD Campuses participate in Title I, Part A
What is Title I?
Title I is a part of the Elementary and Secondary Education Act (ESEA) and is a federal assistance program for public schools. The primary purpose is to improve the academic achievement of our students. Title I Part A is the largest program within Title I and distributes funds based on the districts low income family census counts.
ESEA has to be reauthorized periodically. In 2001, ESEA was reauthorized through NCLB (No Child Left Behind Act). NCLB added many requirements such as annual testing, district and school report cards, teacher qualifications, and many funding changes. Under President Obama, Congress signed the new ESEA reauthorization in 2015 called Every Student Succeeds Act (ESSA). The funds provided through ESSA are to utilized to support students through programs and interventions needed for student achievement and success. Funds are used for the following:
1. improve student achievement for all participating students
2. improve staff development and
3. improve parental and community involvement.
Title I Funding

schools serve lowest performing students to help them achieve academically
provide supplemental programs and services
Title I Requirements
Use funds to target low-performing students
Place "highly qualified " teachers in classrooms
Offering professional development
Use evidence and research based "best" instructional practices and programs
Involve parents in their child's education
Comprehensive reform strategies
Comprehensive Needs Assessment
Coordination of the use of Federal, State, and Local funds and services
Parents Right to Know Requirement - ESSA Parent and Family Engagement
An additional Title I requirement is a parent's right to know about the qualifications of their child's teacher.
Teacher and Paraprofessional Qualifications
All LEAS must inform parents of Title I, Part A campuses/programs that parents may request, and the LEA will then provide information regarding state qualifications of the student's classroom teachers and paraprofessionals providing services to the child. additional Title I requirement is a parent's right to know about the qualifications of their child's teacher.
